For many Ukrainians, the conditional route is a realistic one
A Ukrainian passport does not open the eVisa by itself. Visa-free short stays in the Schengen Area do not count — but a great many Ukrainians hold the EU residence permits and multiple-entry visas that do, so the conditional path is open to a large share of applicants.
The two countries are closer at the personal level than the distance suggests: before 2022, Moroccans were among the largest groups of foreign students in Ukraine, and Morocco flew several thousand of its nationals home from Ukrainian cities that year.
Which documents make you eligible
Eligibility rests on a second document you already hold. Morocco accepts two kinds, and they are not interchangeable — one is a visa, the other a residence permit:
An accepted multiple-entry sticker visa. A valid multiple-entry visa issued by the Schengen Area, the United States, the United Kingdom, Canada, Australia, New Zealand, Japan or Ireland. It must remain valid for at least 90 days from your arrival in Morocco. A single-entry visa does not qualify.
An accepted residence permit. A valid residence permit issued by any European Union country, the United States, the United Kingdom, Canada, Australia, New Zealand, Japan, Norway, Switzerland or the United Arab Emirates. It must remain valid for at least 180 days from your arrival.
The document must be genuine, currently valid and in your own name. Because these conditions decide the whole trip, confirm yours with the eligibility check before you rely on it.
Where Ukrainian applicants usually qualify
Ukrainians travel to the Schengen Area without a visa for short stays, and that access on its own does not qualify you. Many Ukrainians, however, hold an EU residence permit or a multiple-entry Schengen visa — the documents that do open the eVisa route — so for a large share of applicants the conditional path is a realistic one.

Then the eVisa is not available, and you would apply for a consular visa at the Moroccan mission responsible for Ukraine.
